Mayor Johnson says new councilmembers show incumbents will have to earn future re-elections

Sacramento Bee:  In introducing three new city councilmembers on Tuesday, Sacramento
Mayor Kevin Johnson lofted a not-so-subtle message to four other council colleagues up for re-election in two years.

"What you saw in Sacramento is something that I think is going to be a trend going forward," the mayor said of this year's election, in which two incumbents were defeated and another stepped down. "There's not going to be uncontested council seats. Districts aren't going to be safe unless you earn it."
