Having defeated Prop. 23, coalition seeks national agenda

Sacramento Business Journal:  Having survived Proposition 23, California's landmark greenhouse gas law is now expected to get a further boost from a broad-based coalition credited with saving the law in this months election.

At the same time, the Global Warming Solutions Act of 2006, otherwise known as Assembly Bill 32, faces possible hurdles created by another ballot measure. Proposition 26, approved by voters on Nov. 2, requires that certain state and local fees, including fees used to fight pollution, be approved by a two-thirds vote of the Legislature.

While Proposition 26 could make environmental regulation more difficult, a coalition which includes Republicans, Democrats, environmentalists, organized labor, clean-tech companies and grassroots activist groups aims to push forward the states efforts to cut greenhouse gas emissions. Theres also talk that the coalition will take its fight to Washington, D.C., where efforts to pass national climate change legislation failed earlier this year.

Sacramento Mayor Kevin Johnson said he sees opportunities for his 'Greenwise' initiative to immediately partner with the state to add more green and clean-tech jobs, including permit streamlining for renewable energy and financing for energy efficiency programs.
