Sacramento Bee: In a major shift prompted by a historic budget deficit, the county hopes to turn over the task of coordinating homeless services to a nonprofit group that would include government officials, business leaders and others invested in the issue.
Without the constraints of county bureaucracy, the agency could more easily solicit money from private citizens and businesses and be more flexible in structuring services, advocates of the plan said.
"It is overwhelming, balancing the fiscal crisis we are facing right now with building something for the future," said Anne Moore, Mayor Kevin Johnson's homeless liaison and a former director of the Sacramento Housing and Redevelopment Agency. "But if we don't panic, I think we can build a strong organization to take us into the future."
