The Conversation: 'Strong mayor' or not, it's still the bully pulpit

Sacramento Bee:  There is nothing worse than being called a "weak mayor." Most people interpret that as being a poor mayor as opposed to knowing what it means. It is a mayor that serves as a chairman of the board and not also as the CEO.

During my 14 years as mayor of Charlotte, N.C., I – like Mayor Kevin Johnson – would have preferred to have more authority, especially over day-to-day operations. As a result of the strong city manager form of government, I had to constantly fight three dynamics.
