Sacramento Bee: Sacramento Mayor Kevin Johnson, soundly thrashed in his recent bid to seek language for a charter reform measure, said today he still has time to return the issue to the City Council in time to qualify a measure for the November ballot.
All he requires is another three votes by July 13, he told reporters at his weekly press conference.
Johnson's plan fell to a 7-2 defeat at the June 22 council meeting, where the mayor had said he expected overwhelming support to direct City Attorney Eileen Teichert to draft a measure. He got support only from Councilman Robbie Waters, who was ousted in the primary election.
Under a draft plan from Johnson's office, the mayor would propose the city budget, appoint and fire the city manager, assistant city managers and department heads, and have veto power over some council actions, including budget decisions.
The City Council, led by a council president, would have final say over the budget and mayoral appointments, hire and fire the city clerk, attorney, treasurer and budget analyst. The council also would have veto override power with a two-thirds vote.
