With pride and humility, I have reached agreement with Safe Ground, the group whose collective voice brought international attention to Sacramento’s homeless problem. In a City Hall meeting with 19 members and representatives of Safe Ground, I received assurances that the group’s homeless individuals would accept our plan to create winter shelter alternatives, rather than live on the streets. A point of explanation may be helpful here.
Safe Ground is a community of homeless people. But Safe Ground is more than that. The Safe Grounders are activists working toward an end to homelessness. Their activism reached the international media this summer at the place they called Tent City.
The truth is, Safe Ground would rather stay on the streets than be bought off or co-opted into temporary housing without real solutions.
This is why negotiating with Safe Ground is unique. The easy way would have been to offer the Safe Grounders temporary motel vouchers, split them up and send them on their way.
But that’s not how Safe Ground operates. They will not be split up or sent away. And they will not be ignored or silenced.
So I held meetings with the group: listening, understanding. We began a dialogue. I learned the Safe Grounders are passionate about their community, about having their voices heard, about caring for the neediest among them.
One Safe Grounder put it well when he said he would refuse a nice motel bed if he knew people with greater needs remained outside.
“I would feel guilty taking a motel voucher,” he said.
The Safe Grounders wanted assurances they could maintain their community dynamic, continue to advocate on behalf of homeless people, receive help with transportation and stay in a central location.
Only then would they come in out of the cold.
I promised to find solutions – frankly, they weren’t asking for much – and the Safe Grounders agreed to participate in our winter shelter solutions.
Now let me say this: The Safe Grounders are as honest and dignified group as I have had the pleasure of meeting with during my term as mayor.
